How to get a GSIS eCard

The GSIS eCard and the GSIS UMID were plastic ID cards for government workers. GSIS stopped making them. Today GSIS gives you a GSIS Digital ID inside the GSIS Touch phone app, and a separate ATM card from your chosen bank for your money.

The three ways to get it

Online

Yes

This is fully online. No office visit is needed.

Problem to watch: the OTP goes to the mobile number in the GSIS record. If your number changed, the app will not let you in.

You must update your number with GSIS or your HR office first. GSIS Touch passed 2 million users in January 2026, so this is now the normal way GSIS members transact.

  1. Download GSIS Touch from the Google Play Store or the Apple App Store.
  2. Open the app and choose to register as a first-time user.
  3. Type your GSIS Business Partner (BP) number and your date of birth.
  4. Check that the details shown are yours.
  5. Type the one-time PIN (OTP) sent to the mobile number GSIS has on file.
  6. Make a username and password, then confirm the password.
  7. Turn on fingerprint or face login if your phone can do it.
  8. Log in, then tap 'Member Data and GSIS Digital ID' to see your digital ID.

Walk-in

Yes

You cannot walk in and ask for a new plastic eCard or UMID card. GSIS Memorandum Circular No. 054-2024 stopped making them, effective 31 May 2024.

A branch visit today is for fixing your record, help with the app, or bank enrollment.

  1. Go to the GSIS branch near you, or use a GSIS Wireless Automated Processing System (gwaps) kiosk.
  2. Bring two valid government IDs.
  3. Ask staff to check or fix your record, especially your mobile number and email.
  4. Ask them to help you register in GSIS Touch.
  5. If you are a new enrollee, pick your bank (Land Bank or UnionBank) and the branch where you will get your ATM card.
  6. Get your ATM card from that bank branch within five working days.

Representative

Partly

Be clear on this: an ID that lives in an app cannot be claimed by another person. A representative can only help with paper transactions, never with logging you in.

  1. For the Digital ID itself, nobody can do it for you. It is tied to your phone, your password, and an OTP sent to your own mobile number.
  2. For record fixes or paperwork at a GSIS office, write a Special Power of Attorney (SPA) naming the person and the exact task.
  3. Have the SPA notarised.
  4. Give your representative the SPA, a photocopy of your valid government ID, and their own valid government ID.
  5. Your representative brings all of these to the GSIS office.

What to bring

  • Your GSIS Business Partner (BP) number. Ask your HR office if you do not know it.
  • Your date of birth as recorded by GSIS
  • The mobile number that GSIS has on file, because the one-time PIN (OTP) is sent there
  • A smartphone that can install the GSIS Touch app
  • For office visits or bank enrollment: two valid government IDs (for example driver's licence, passport, PRC ID)

The details

Who can apply

Only people covered by GSIS. That means workers of the Philippine government (national agencies, local government, state schools, government corporations) and GSIS pensioners. Private company workers are not covered by GSIS. They use SSS instead.

Cost

Free. There is no fee for the GSIS Digital ID and no fee to register in GSIS Touch.

The bank ATM card given to new enrollees is also issued at no charge by Land Bank or UnionBank.

How long it takes

GSIS Touch registration is done in minutes on your phone, and the Digital ID shows up right after your account is made. If you are a new enrollee, your bank ATM card is released within five working days by Land Bank or UnionBank.

How long it lasts

The GSIS Digital ID has no expiry date. It stays active as long as you are a GSIS member or pensioner and your GSIS Touch account is active.

Old eCard and UMID cards you already hold stay valid. GSIS said existing users keep getting their benefits with no cut-off.

Tips

  • Before you try to register, ask your HR office for your BP number and check that GSIS has your current mobile number. A wrong number is the number one reason the app fails.
  • Do not pay anyone or any website that offers to 'process your GSIS UMID'. GSIS stopped making those cards in 2024 and charges nothing for the digital one.
  • Keep your old eCard or UMID if you still have one. It is still valid and many offices still accept it as a physical ID.
  • The GSIS Digital ID is your ID. The bank ATM card is only for money (loan proceeds, benefits, pension). They are two different things now.

Not verified

The research could not confirm these against an official 2026 source. Phone the office before you travel.

  • GSIS does not publish a replacement fee for old eCard or UMID cards, because it no longer produces them.
  • GSIS does not publish one single list of representative rules that covers every counter transaction. Call the branch first and ask exactly what they need.
