How to get an OFW ID - the OWWA e-Card (the iDOLE card no longer exists)

The iDOLE OFW ID was stopped and is not issued anymore. The OFW card you can actually get today is the OWWA e-Card. It proves you are an active OWWA member, and it is accepted as a government-issued ID here and at Philippine posts abroad.

The three ways to get it

Online

This is partly online. The digital e-Card is fully online through the OWWA Mobile App and eGovPH. The physical plastic card is claimed in person.

Separate but related: the OFW Pass in the eGovPH app is the digital travel pass you show to Immigration at the airport if you have an OEC or an OEC exemption.

  1. Make your DMW e-registration account at portal.dmw.gov.ph, or use the DMW Mobile App. If you already had an account on the old POEA or DMW online services, log in with the same email instead of making a new one.
  2. Upload a clear selfie and your passport bio-page for the identity check.
  3. Check or renew your OWWA membership. You can pay in the OWWA Mobile App, at any Migrant Workers Office abroad, or at an OWWA office here.
  4. Download the OWWA Mobile App (free on Google Play and the App Store) and log in.
  5. Check your membership status inside the app. It must be active.
  6. Apply for the e-Card in the app or on owwa.gov.ph.
  7. Your digital e-Card appears in the OWWA Mobile App and in the eGovPH app. You can use it like the physical card.
  8. Claim the physical card at an OWWA office when you are in the Philippines.

Walk-in

If your OWWA membership has expired, renew it first. You cannot get the e-Card without an active membership.

Abroad, go to the Migrant Workers Office (MWO), the embassy or the consulate.

  1. Bring your valid passport, your proof of active OWWA membership, and your OEC or exemption number.
  2. Go to any OWWA Regional Welfare Office, the OWWA Head Office, an OWWA satellite office at DMW Ortigas, the OFW Lounge at naia Terminal 1 or Terminal 3, the OWWA Seafarer's Hub, or a Migrant Workers Office abroad.
  3. Fill in the e-Card application form at the counter.
  4. They check your membership and take your details.
  5. Claim the card, or come back on the release date they give you.

Representative

Part of this works, but not all of it.

  1. A family member can usually pay or renew your OWWA membership for you. Bring your passport copy and your contract.
  2. For the card itself, ask the specific OWWA Regional Welfare Office first.
  3. If they allow it, bring an authorization letter or SPA from the OFW, a photocopy of the OFW's valid ID, and the representative's own valid ID.

  • Employment contract, for OWWA membership payment or renewal

Who can apply

Overseas Filipino Workers with an active OWWA membership, a valid passport, and proof of that membership. Balik-Manggagawa (returning workers) with a valid OEC or exemption number can also get it.

It is not for people who only work here in the Philippines.

Cost

The first OWWA e-Card is free. OWWA membership itself costs USD 25 (about PHP 1,400 to PHP 1,500) and covers 2 years.

Replacement cost for a lost e-Card:. DMW e-registration is free. The OEC is free for most returning workers.

How long it takes

How long it lasts

The e-Card follows your OWWA membership, which lasts 2 years from the date you paid. Your OWWA or OFW membership number itself is permanent and does not change.

Tips

  • Stop looking for the iDOLE card. It was scrapped and is not printed anymore. Anyone selling you one is a scam. The OWWA e-Card replaced it.
  • POEA does not exist anymore either. It became the Department of Migrant Workers (DMW) in 2022. Old POEA links now point to DMW.
  • Do not make a second DMW account. If you had a POEA or DMW online services account, log in with the same email. Duplicate accounts cause missing records and blocked OEC requests.
  • Renew your OWWA membership before it expires. An expired membership means no e-Card and no OWWA benefits, and you also lose the fast OEC exemption path.
  • The first e-Card is free. Do not pay a fixer for it.

Not verified

The research could not confirm these against an official 2026 source. Phone the office before you travel.

  • OWWA says to ask the nearest Regional Welfare Office, and does not publish an amount
  • OWWA does not publish a release time. The digital e-Card shows in the OWWA Mobile App and eGovPH once your membership is active. The physical card is claimed at an OWWA office.
  • OWWA does not publish a written representative rule for the e-Card. Membership payment by a relative is common practice, but claiming the card may need the OFW. Call or message the Regional Welfare Office before sending someone.
