How to get a PSA Marriage Certificate
This is the paper that proves two people are legally married in the Philippines. It shows the names of the husband and wife, and the date and place of the wedding. It is printed by the PSA on the same green security paper as the birth certificate.

The marriage certificate step in the Serbilis form does not ask for parents' details, unlike birth, death, and CENOMAR requests - it asks instead for the place of marriage. If you married abroad and reported it to a Philippine Embassy or Consulate, the record is a Report of Marriage, and RA 11909 covers those too.
If you cannot remember the exact place, ask the church or the Local Civil Registry Office of the town where the ceremony was held before you order, because a wrong place of marriage will come back as a negative result and there is no refund.
- Go to PSA Serbilis at www.psaserbilis.com.ph or PSAHelpline at psahelpline.ph.
- Pick 'Marriage Certificate'.
- Type the husband's full name and the wife's full maiden name. Use the wife's name before the wedding, not her married name - this is the single most common reason a search fails.
- Type the exact date of the marriage and the exact city or town and province where the wedding was held.
- Fill in your own details as requester and say how you are related.
- Choose delivery, LBC pickup, PSA outlet pickup, viewable online, or delivery abroad.
- Type your complete delivery address, mobile number, and email address.
- Save your Reference Number.
- Pay through any accepted channel.
- Track the order online, then receive it and show your valid ID to the courier.
- For a digitally signed PDF instead, use e-cert.psahelpline.ph, which also covers marriage certificates. Download the PDF within 60 days.

You can also get a copy from the Local Civil Registry Office of the city or town where the marriage was registered, but check first whether the office asking for it will accept the lcro copy or wants the PSA copy on security paper. If you are collecting papers for a marriage licence, remember you will normally need a CENOMAR too, which is a different document with a different fee.
- Book a free slot at appointment.psa.gov.ph.
- Choose 'Marriage Certificate' and fill in the details.
- Enter the One-Time Password sent to your mobile number.
- Pick the PSA outlet, the date, and a morning or afternoon slot.
- Confirm and save the appointment slip with the QR code sent to your email.
- On the day, bring the appointment slip, your original valid ID, and cash.
- Fill out the application form at the outlet, giving the wife's maiden name.
- Pay PHP 155.00 per copy and keep the receipt.
- Wait to be called and claim the certificate, usually the same day.
Representative

Same limits as the birth certificate. A representative is allowed for a normal delivery or an ordinary outlet claim under PSA Memorandum Circular No. 2019-15A, but is not allowed for the Serbilis 'Viewable Online' and 'Pick up at PSA outlet' options - for those the owner must appear in person.
PSAHelpline's courier will only release to the requester or to the one person named in the online LOA, and will not accept a handwritten letter at the door. Because a marriage certificate has two owners, the easiest route is often for the other spouse to request it themselves rather than to authorise a third person.
- The spouse who owns the request signs an authorisation letter or has an SPA made, stating the document, the number of copies, and the purpose.
- Give the representative the original or a photocopy of your valid ID.
- The representative brings their own valid ID with photo and signature.
- The representative presents the authorisation letter or SPA, your ID, and their own ID at the PSA outlet or to the courier.
- On PSAHelpline, do it through the online Letter of Authorization instead: tick the LOA box before submitting, then after payment upload your ID, take a live selfie, and enter the representative's full name and date of birth.
What to bring
- Complete name of the husband: first name, middle name, last name
- Complete maiden name of the wife: her first name, middle name, and last name before the marriage

Who can apply
The same PSA rule applies:
- either spouse, or a duly authorised representative
- the spouse, parent, direct descendant (child, grandchild), guardian, or the institution legally in charge if the owner is a minor
- a court or proper public official when needed in a legal or administrative case
- the nearest of kin, if the owner has died. On PSAHelpline you may order only for yourself, your child, or your parents - for any other relative, go to a PSA outlet. Note that a marriage certificate has two owners, so either spouse can ask for it on their own without the other spouse's permission

Exactly the same as the birth certificate, because the PSA charges one rate for birth, marriage, and death. PSA document fee: PHP 155.00 per copy.

How long it takes
The same as the birth certificate. PSA Serbilis, from the day payment is received: Metro Manila 3 to 4 working days; other provinces 6 to 8 working days; add 5 to 7 more days if you are outside the courier's normal service area; overseas 6 to 8 weeks by PHLPost.
Government agency E-Copy in 2 to 3 working days. PSAHelpline: next day for Metro Manila after the PSA releases it, and 3 to 8 working days elsewhere in the country.
Walk-in is usually same day at a large outlet. Add 10 to 15 working days if the PSA needs to search its archives by hand.
Do not order too soon after the wedding: allow at least 2 to 4 months if you married in Metro Manila, and at least 6 months if you married outside Metro Manila.
How long it lasts
It does not expire. Republic Act 11909 gives PSA marriage certificates permanent validity no matter when the copy was printed, and Section 5 bans agencies, companies, and schools from demanding a newer copy when you already hold a valid one.
The one condition is that the paper is still whole, readable, and still clearly shows its security features. In real life, embassies and visa offices are not bound by a Philippine law and very often insist on a copy issued in the last 3 to 6 months, so for immigration or a spousal visa, expect to buy a fresh one.
Tips
- Always search using the wife's maiden name. The record was created on the wedding day, so the PSA filed it under her name before the marriage. Searching with her married surname is the number one reason a marriage certificate 'cannot be found'.
- A negative result usually means the church or judge never sent the marriage contract to the Local Civil Registry Office, or the lcro never forwarded it to the PSA. Go to the lcro of the town where you were married and ask them to endorse the record to the PSA. The Electronic Endorsement Request Form on PSA Serbilis is free and speeds this up.
- Errors in a marriage certificate are corrected at the Local Civil Registry Office, not at the PSA. Simple clerical or spelling errors are handled under RA 9048. After the correction is approved you must order a fresh PSA copy so it shows the marginal notes. - For a spousal visa, immigration petition, or an overseas job, order two or three copies at once and order early. Embassies keep the copy, they usually want one issued within the last 6 months, and overseas delivery through PHLPost takes 6 to 8 weeks.
